Noah Cyrus, the 9-year-old sister of Miley, is causing a Internet stir for a Halloween costume she wore last weekend.

"We're forced to question [parents] Billy Ray and Tish's judgment," Eonline wrote of the girl's get-up at the 2009 Dream Halloween event in Los Angeles.

"Obviously, these costumes are going to cause a stir, and the Cyrus family knows the Internet really can be a mean place—just look at all the scrutiny Miley deals with on an almost daily basis," read the E! blog. "So it seems odd they would willingly subject a 9-year-old to such criticism." (Us Magazine)

Billy Ray Cyrus was raised under the school of, "Media attention builds character." I mean, he did a lot of crazy things when he was famous, and he got tons of free drugs and sex. He only hopes his daughters are as lucky.
